The Emerging Voices (EV) Coordinator works under the direct supervision of the Public Affairs Officer (or PAO designee).
Is the leading LE Staff adviser for the Mission's Public Diplomacy (PD) engagement with the EV audience sector in the Osaka-Kobe consular district: primarily youth, minorities, and others who are able to influence Japanese attitudes toward the United States using new, often digital, communication networks rather than prominent protocol positions or established institution. Plans, develops, coordinates, oversees, and evaluates impact of all PD activities, projects and initiatives, to engage EV audience sectors. Engages EV audiences through targeted Consulate outreach to secondary schools, promotion of American Studies content and curricula in institutions of higher learning, and promotion of academic study in the United States through Education USA advising programs. Develops and maintains USG ties with EV audiences through leadership and broad oversight of the consular district-wide network of Partner American Spaces.

Maintaining relations between the United States and Japan
As part of the U.S. government, we negotiate and communicate with the Japanese government, coordinate and supervise political, economic and other activities, and conduct public relations and cultural activities to promote understanding of the United States. We also issue visas necessary for travel, disseminate information, and provide consular services to American citizens.

Full-time - 40 hours per week
Monday through Friday, 8:30 – 17:30, with 1 hour lunch break.

【Qualifications】
For the experience and education requirements applicants must meet either option 1 or option 2.

Option 1:
Experience:
At least four years of progressively responsible experience in a multilingual, multicultural, multinational, academic or governmental work environment, with communications, project management, or education duties as a significant part of the job. Experience with audience or market analysis, marketing, and managing social media content is required.
Education:
University degree in journalism, communications, political science, economics, international relations, or American Studies is required.

Option 2:
Experience:
At least six years of progressively responsible experience in a multilingual, multicultural, multinational, academic or governmental work environment, with communications, project management, or education duties as a significant part of the job. Experience with audience or market analysis, marketing, and managing social media content is required.
Education:
At leaset two years of full time, post-secondary study at college or university.

Fluent in both English and Japanese is required.

【Job Knowledge】
Understanding of U.S. historical, political, economic, social and cultural forces that shape US policy; comprehensive knowledge of the attitudes and preferences of the EV audience sector(s); understanding regional, ethnic, socio-economic, cultural and linguistic factors and the influence of religious, cultural and educational institutions in shaping EV perceptions of the United States are all required. Knowledge of marketing techniques, market analysis and analytics, and customer service standards in the United States and Japan; knowledge of trends in experiential learning and audience engagement as it affects Japan. Must have general knowledge of project management, including defining project objectives, outcomes, and assessment methods.

Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the Internet, and standard information retrieval practices and procedures are required. Detailed knowledge of and ability to use social media and mobile platforms, photo and video sharing sites, podcast creation, and basic photo and video skills are all required. Must have good numerical skills to be able to develop and manage project and budgets; must be able to develop descriptive statistical analysis of target audience composition and measure the impact of EV activities and initiatives.

Must be available to travel throughout Japan to support EV activities.

JPY ¥11,056,614/Per Year
The U.S. Mission does not withhold Japanese tax. Locally Employed Staff are responsible for filing income tax in accordance with Japanese Government law and regulations

・Employment Insurance (Koyou Hoken) and Workers’ Accident Compensation Insurance (Rousai Hoken) coverage is provided.
・The Mission does not provide Employee Pension Insurance (Kousei Nenkin) or Health Insurance (Kenkou Hoken), but provides coverage for National Pension Fund (Kokumin Nenkin Kikin).
・Severance pay is provided after one year of service and if all other criteria are met.

Embassy/Consulates are closed on most American and Japanese holidays.
13 days each of Annual and Sick Leave is granted per year.
Family Leave up to 40 hours per year

Permanent (Probationary period is six months)
Retirement age is 70.
